Many venues preparing for Martyn's Law choose to place a grab bag at more than one point on the premises, so staff can act swiftly even if access to the primary bag is restricted. What you keep, and where, is your decision — based on your own procedures and risk assessment.

Why venues are reviewing their grab bags. The Terrorism (Protection of Premises) Act 2025 — Martyn's Law — received Royal Assent in April 2025. Its duties are not yet in force; the Security Industry Authority expects commencement and will confirm the date in advance. When they commence, qualifying premises and events will need documented procedures for evacuation, invacuation, lockdown and communication.

The Act does not require you to buy any equipment, and no product can be certified against it. The Home Office, the SIA and NaCTSO endorse no third-party products for compliance, and there is no approved supplier list. What many venues decide, on their own assessment, is that written procedures work better when the equipment to carry them out is packed and to hand. That is what this bag is: a pre-packed kit assembled in the UK, supplied to councils, NHS trusts, schools and venue operators.
